PHP help, expo stuff

So far the Expo is deadsville. The highlight of my day today was the room
service guy who brought me up an extra beer and said it was on him.

Tomorrow it'll pick up when the exhibits and keynotes get going.

Are there any guys out there in the Sacramento area doing development with
php? I need some help. I have a fairly good-sized project in mind that
will require a cool head and the ability to speak English as well as Geek.

I took the php class today at the expo, it was interesting but over my head
(mostly). I'm an administrator, not a programmer; I just like to know
what's going on - knowing the limitations and capabilities of
software/hardware/programmers is important to me and my decision making
processes.

This project will pan out at the beginning of next year, though we could
start this year, at least looking at it. I've got a little bit left in
this year's budget. It'll be a project that will take (swag) 80 hours for
somebody good, spread out over a few months. You have to be able to
brainstorm with me and other nefarious characters, and listen to reason,
and be willing to back up what you do with some documentation. You're
welcome to do it in addition to your day job IF you can commit to some
timelines and take the heat if you get very far behind. I'm willing to
work nights and weekends, at least sometimes to get the job done. This is
all fairly informal.

We're going to make a grass roots legislation hub on our website for our
industry - it'll incorporate ways to get people together -- mobilized and
informed. Instant access via zip codes to their respective legislators.
Fast access to the bills that count. Chat capability maybe. Ways to keep
the users in a database they can call up and send letters from. There are
places out there that do most of this now, but I want it local on our web
server. Reinventing the wheel is sometimes the way to go.

I've already got some php stuff running on my webserver now on a PostGres
database... I'd be willing to change to MySQL if you're happier in that
environment.
