Perhaps fips would work? I used it to repartition my hard drive to get it
ready for Linux. It allows you to move the DOS stuff out of the way and
clean out a section for Linux. Sorry, don't have the URL handy.

However, you should be able to download it, put it on a floppy, boot into
DOS, and delete the bad partitions.
