The owner doesn't own the mail file once it gets written to the queue:

For example, here is the last one I posted to the list:

ns0 {22}: spool/mqueue> mailq
                Mail Queue (1 request)
--Q-ID-- --Size-- -----Q-Time-----
------------Sender/Recipient------------
PAA06045* 761 Mon Feb 14 15:08 <nessenj@jimsoffice.org>
                                   <lug-nuts@saclug.org>
ns0 {23}: spool/mqueue>

ns0 {23}: spool/mqueue> ls -la

-rw------- 1 root root 761 Feb 14 15:08 dfPAA06045
-rw------- 1 root root 736 Feb 14 15:08 qfPAA06045
-rw------- 1 root root 0 Feb 14 15:08 xfPAA06045
